Broomfield features a council-manager form of government. The City Council, which also functions as the County Board of Commissioners, consists of a ten member board with a mayor.  The City Manager’s Office is led by the City and County Manager and supported by two Deputy City and County Managers. This position reports directly to the City and County Manager in partnership with the Executive Team and is charged with designing, creating, and executing on a strategic short-term and long-term roadmap. 

Broomfield is a unique community, as we are a City that manages a County. Broomfield became a City & County in 2000. Broomfield is located in the foothills of the Rocky Mountains along U.S. Highway 36, seventeen miles northwest of Denver and nine miles south of Boulder.Brroomfield’s location between Denver and Boulder is desirable for families and businesses due to its direct access to cultural amenities and educational opportunities while being rated the #4 Healthiest community in the nation by Money Magazine. 

 Total Compensation Package

Salary Range: $164,964.80 – $223,184.00 annually, plus a $350/month car allowance

Primary Responsibilities:

The Dirctor of Economic Vitality and Development serves as the department head and leader of the Economic Vitality department, as well as the principal professional for business attraction and retention. The role plays a vital role in the organization by providing professional, administrative, and technical activities to encourage and ensure balanced business and housing development in the community. The Director of Economic Vitality and Development is responsible for developing and implementing strategies to solicit, attract, and secure new and expanding businesses, and retain existing businesses to provide for the sound growth of Broomfield's tax base and the economic stability of the community. 

Business Development:

  • Informs and manages a multi-year business development strategic plan

  • Leads and implements the business attraction, retention, and expansion program and initiatives 

  • Develops and implements comprehensive outreach and marketing strategies to effectively promote Broomfield’s opportunities and advantages, ensuring clear messaging and support for targeted attraction and business retention efforts.

  • Serves as the primary contact for businesses and business development within Broomfield and serves as a critical voice in the community for business

  • Meets with businesses and establishes measures to identify needs and issues facing local enterprises

  • Establishes and maintains effective working relationships with Colorado’s Office of Economic Development and International Trade, the Metro Denver Economic Development Corporation, Broomfield Workforce, US36 Collaborative, and the Broomfield Area Chamber of Commerce, Commercial and retail property owners, leasing agents, and lenders. 

  • Assists the City/County Manager with business development and income-aligned housing programs, ensuring compliance with federal and state regulations.

  • Manages housing support programs and development initiatives, working with local, regional, and state partners to enhance housing stability and opportunities.

Leadership and Management:

  • Manages staff operations, conducts regular meetings, resolve grievances, and oversees performance and harmony among team members.

  • Develops and implements plans and strategies to address business, housing, and community goals, while managing and supporting staff to deliver effective programs in these areas.

  • Fosters a professional team environment, promoting innovative program development and delivery while supporting staff growth through various professional development opportunities.

  • Leads communication, marketing, and PR strategies in collaboration with the city communications team to advance business and housing goals.

  • Maintains effective working relationships across the organization, ensuring involvement in business, workforce development, and housing programs, and representing the City to business and community leaders.

  • Prepares and reviews program documentation, including memos, presentations, and agreements, and ensures accurate reporting of metrics and outcomes.

  • Manages the departmental budget, oversees expenditures, and identifies funding opportunities to support business and housing initiatives.

  • Attends professional and civic events to represent the county’s interests and gather relevant information for advancing community goals

Minimum Qualifications:

Education 

  • Bachelor’s degree from an accredited college or university in Business, Marketing, Public Administration, Community Development/Planning, or a closely related field – required

  • Master’s degree in related fields or a Certified Economic Developer certification – preferred

Experience 

  • 7  years experience required in business/economic development, professional marketing/sales, or other related professional experience, including experience working with key stakeholders in Colorado’s business/economic development environment.

  • Supervisory/leadership experience is required.

Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
