Under the direction of the City & County Clerk and Recorder, the Election Manager serves as a key leader overseeing all aspects of election operations, ensuring compliance with federal, state, and local laws while upholding the highest standards of accuracy, security, and transparency. This role provides strategic vision and operational leadership for the Elections Division, managing complex election systems, supervising both permanent and temporary staff, and coordinating with a wide range of stakeholders including candidates, political parties, governmental agencies, and the public. As the primary technical expert on election law and procedures, the Election Manager interprets and applies complex legal requirements, stays current on legislative and technological changes, and ensures fair, accessible, and secure elections. The position demands exceptional project management, critical thinking, and communication skills, along with political neutrality and the ability to lead effectively under pressure in a highly regulated environment.

Election Planning and Coordination

  • Develop comprehensive election plans and timelines

  • Coordinate with government officials, candidates, and stakeholders

  • Establish polling locations and ensure proper staffing

Staff Management

  • Provides supervision, direction, coaching, mentoring and overall development of elections staff

  • Work in partnership with Human Resources to design, implement, and sustain a recruitment plan to ensure that new employees are onboarded appropriately

  • Recruit, train, and supervise poll workers and temporary election staff

  • Develop training materials and conduct sessions for all election workers

  • Manage scheduling and assignments for all election personnel

Voter Education and Outreach

  • Design and implement voter education programs

  • Develop informational materials about registration, voting processes, and deadlines

  • Coordinate outreach efforts to increase voter participation

Election Logistics

  • Manage the procurement, testing, and maintenance of voting equipment

  • Oversee ballot design, printing, and distribution

  • Ensure compliance with accessibility requirements at polling locations

Regulatory Compliance

  • Maintain thorough knowledge of election laws and regulations

  • Ensure adherence to federal, state, and local election requirements

  • Stay current with legislative changes affecting election procedures

Election Security

  • Implement and monitor election security protocols

  • Coordinate with law enforcement and cybersecurity specialists

  • Safeguard voting equipment, ballots, and sensitive election information

Results Management

  • Oversee vote tabulation and reporting processes

  • Certify election results according to legal requirements

  • Manage post-election audits and recounts when necessary

Budget Administration

  • Develop and manage election department budgets

  • Monitor expenditures and maintain financial records

  • Procure necessary supplies and services within budget constraints

Minimum Qualifications

Education

  • Bachelor’s degree from an accredited college or university with major coursework in political science, communications, public administration, business, organizational management or a related field.

  • Ability to obtain, within one year, a Colorado State Election Certification is Required

  • Certified Election Registration Administrator (CERA) – preferred  

Experience 

  • At least five years of increasingly responsible leadership experience in elections administration.  Experience must also include experience in administrative services, operations analysis, and strategic analysis.  County Elections experience is preferred. 

  • 3 years of experience as a people leader in elections management is preferred. 

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.

  • Work is generally scheduled M-F.

  • Regular, predictable attendance required

  • Work is generally scheduled Monday through Friday with some weekend and holiday work required.

  • Some evening and weekend hours.

  • Attend meetings as required during evening hours. Some meetings may be virtual or will require in-person attendance.

  • In-person customer/client/team meetings required.

  • Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects).

  • Required to lift, push, pull, or otherwise move objects.

  • Required to operate/use/construct [equipment, e.g., office equipment, hand tools, etc.

  • Required to communicate and/or detect sounds

  • Required to sit, kneel, or crawl

  • Requires moving or being stationary to a significant degree.

  • Tasks may require use of a computer for several hours.

  • Requires indoor and outdoor activities.

  • The noise level in the environment is moderate.

  • Travel by automobile is required to attend meetings.

  • Knowledge of Google Suite

  • Working knowledge of ethical guidelines as outlined by professional standards and/or federal, state or local laws, rules, and regulations

  • Working knowledge of the policies, procedures and goals of the City and County.

  • Skill in understanding and professionally responding to customer needs

  • Skill in the operation of computers and applicable software, printers, copiers, and telephone

  • Skill in operating a motor vehicle

  • Skill in critical thinking

  • Ability to manage competing priorities, and organize time and tasks to address multiple demands and/or to meet deadlines

NECESSARY SPECIAL REQUIREMENTS(in addition to above requirements):

New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check and sex-offender registry.

If this position is required to drive a CCOB vehicle a DMV check will be required.

Provides all supervision to part-time and full-time employees and/or volunteers.
