Summary

CDHS is seeking a seasoned executive-level individual to provide direction and leadership for the Office of Children, Youth and Families (OCYF), which includes the following three divisions: Child Welfare, Youth Services, and the Domestic Violence Program. This position is responsible for managing an approximate budget of $567 million and approximately 1050 employees.

Description

 Primary duties include, but are not limited to:
 

 Leadership and Management:

  • Review trends and best practices to aid in the development of the overall strategies for OCYF programs.

  • Contribute to the development and implementation of the department's strategic goals and objectives.

  • Participate In the development and coordination of strategies for CDHS to foster, Improve, and maintain positive and mutually effective relationships with key stakeholders.

  • Identify and define potential opportunities and risks associated with strategic business objectives.

  • Design and implement organization structure and procedures to ensure optimal effectiveness and efficiency. 

  • This position supervises Division Directors and Office support staff

 

Strategic Planning:

  • Establish and nurture highly effective relationships with employees, customers, and stakeholders that support and advance business goals and objectives.

  • Work to remove barriers that hamper inter-department communications.

  • Provide oversight to establish and maintain two-way communication between CDHS and key customers and stakeholders to ensure achievement of Department mission and goals.

  • Lead and support efforts to continually improve business practices and processes to maximize Department resources and achieve operational excellence.

  • Provide performance management through feedback and coaching. Address performance issues in a timely responsible manner and effectively recognizes high performers.

  • Articulate changes in organizational and business priorities to staff in ways that encourage action and support.

  • Support the development of employees that results in improved performance.

  • Create and maintain a work environment that builds talent to ensure the continuity of leadership for the organization.

 

Organizational Scanning:

  • Analyze Office data and determine methods of achieving the Office's priorities as set forth in the strategic plan.

  • Measure efficacy of management strategies and explore ways to improve them

 

Financial Management:

  • Formulate policy and program recommendations that support and enhance CDHS goals and objectives and provide for the appropriate allocation of resources.

  • Provide oversight and direction for operating unit budget to ensure resources are efficiently and effectively utilized.

  • Ensure comprehensive work plans support the budget.

  • Exhibit personal and professional integrity at all times, consistent with the Department's vision, mission, and values.
     

    Minimum Qualifications 

    Education: Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Human Services, Public Administration or other closely-related field.

    AND

    Experience:

    Six (6) years of progressive professional experience in senior or executive management positions of a large, leading managerial staff and supervising a complex, diverse professional workforce that must have included: establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering an inclusive work and team environment. 

    Conditions of Employment

  • Valid Driver's License
  • Candidates must pass a Colorado Background of Investigations background check, Federal Bureau of Investigations background check, pre-employment drug testing.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
  • Willing and able to travel throughout the State of Colorado.

 

  • Preferred Qualifications
  • Proven track record of driving organizational change and implementing reforms.
  • Strong understanding of child welfare policies, practices and regulations. 
  • Excellent communication, interpersonal and decision-making skills. 
  • Ability to build and maintain effective relationships with internal and external stakeholders.
  • Broad understanding of and demonstrated expertise in public sector and/or community-based initiatives relating to child welfare or family advocacy, including regulations, trends and emerging issues.
  • Policy analysis and development experience for a human services program and/or entity.
  • Extensive experience leading teams, strategic planning and administering large programs, working with multi-million dollar budgets.
  • Proven record of building and managing teams and creating an enabling environment
  • Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals
  • Ability to problem solve and execute decisions
  • Ability to work in a complex political environment
  • Proven experience in overseeing and executing data-driven performance management and outcome-based systems and initiatives
