The salary range for this position is $70,765.00 – $116,762.00/year, and our starting hiring range is $70,765.00 – $93,764.00/year, based on experience and education. Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

In this position you can expect to work on site at the Wellington Webb Municipal Building, 201 W Colfax Ave, Denver, CO 80202, at least three days a week, including all staff and director level meetings.

What You’ll Do

The Agency for Human Rights & Community Partnerships (HRCP) is the umbrella agency for is the umbrella agency for seven offices, one division, and ten advisory commissions, which all offer distinct services related to empower the community’s diverse groups. This agency creates opportunities for innovation to take root in local government and throughout the community to impact local challenges. HRCP is the model of inclusiveness, recognizing that diverse perspectives, skills, and resources strengthen the foundation for lasting solutions.

The Denver Office on Aging (OoA) advocates for Denver’s older population by helping local agencies develop policies and programs that will improve the quality of life and accessibility to care and culture for aging residents.

The Denver Office on Aging key programs include:

  • Denver Connect: A mobile resource serving older adults and their caretakers by engaging them in neighborhoods where they live and congregate with timely resources and information to help them age in place with dignity and respect so they can thrive and contribute to our community
  • Fresh Conversations: Facilitates monthly discussions in English and Spanish with older adult residents on nutrition, physical activity, and healthy living in collaboration with Colorado Human Services 
  • Commission on Aging:  Support the Director to engage commissioners in community events and broader issues that inform the commissions focus on committee work
  • Daily interaction of multidisciplinary aspects of the aging community
  • Technology Program: Assist in the successful launch of a technology device distribution and training for older adults in English and Spanish.  Work with non-profit partners and neighborhood groups in outreach, engagement and ongoing facilitation of programming for long-term positive results.  Tracking and evaluation of program results  

The Program Manager will provide leadership, direction, and planning for programs, supervises program staff, and is responsible for budgetary and resource decisions. You will work with the Director to set strategic goals, secure funding resources, evaluate program impacts and research trends on Denver and Colorado’s older adult population. This role will also provide program leadership, direction, and implementation specifically for the older adult demographic group of 55, and older. Proven track record of older adult program management, implementation and results inclusive of cultural and ethnically diverse backgrounds and languages.

Additionally, the Program Manager will:

  • Manage the evaluation of program(s) impacts on established goals and objectives to meet the needs of older adults in Denver city and county. 
  • Administer the overall financial operations of programs including monthly and annual reports to government agencies and funders.  Monitor financial activities, prepare justification for equipment, materials, vehicle, and facilities use, staffing levels and submits final program budgets for executive management approval.
  • Oversee the development and preparation of bilingual promotional materials.
  • Review, develop or modify work plans to include volunteers, commissioners, interns, and staff to provide adequate coverage at events, activities, and daily workflows.
  • Troubleshoot problems and find solutions affecting older adults and their caregivers; Complex case management including synthesizing and documenting emergency issues and engaging subject matter experts from key City agencies and non-profit organizations for efficient and timely solutions.
  • Represent the Director and/or department at regular meetings including the Hoarding Taskforce, Denver Forensics for At Risk Adults, Denver Sheriff and Police departments, and external partners such as Denver Regional Council of Governments, Office of the Colorado Attorney General, Colorado Alzheimer’s Association, Colorado Human Services.
  • Monitor and updates department collateral material for public consumption.  Prepares new or updates presentations for various internal and external audiences.  Conducts virtual and in-person presentations and prepares department staff for public speaking opportunities.
  • Proactively engage City agencies, external government agencies, non-profit organizations, and foundations on behalf of older adult residents and their caretakers across the City and County of Denver. 
  • Advocate for anti-ageism through proper language use and framing positive attitudes through public education, presentations, and activities.  Continuous self-education of aging stages from self-sufficiency to end-of-life to provide information and resources to older adults and their caregivers.

  • Excellent interpersonal and communication skills.  Thoughtful about communicating with varied stakeholders who may need individualized approaches related to their cultural, religious, social characteristics, and values.
  • Ability to research trends, network and engage community leaders to identify new opportunities that can facilitate overall program success.
  • Demonstrated experience in gerontology multidisciplinary aspects of the aging community.
  • Master’s degree in Communications (Preferred but not required).

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
  • Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.
    Additional appropriate education may be substituted for the minimum experience requirements.
