Description of Job

What you'll be doing:

  • Maintains oversight of the day-to-day execution of communications and engagement activities for OCL, including being the work lead of the Legislative & Stakeholder Liaison and Training Coordinator.
  • Serves as the Department’s subject matter expert (SME) on external-facing communications for Long-Term Services and Supports (LTSS) programs, integrating legislative, policy, and program priorities into cohesive, accessible communications.
  • Position is the SME in strategic communications, stakeholder engagement best practices, accessibility standards, and legislative requirements, including determining the overall approach to Department and Office of Community Living (OCL) communications, stakeholder engagement, and public messaging for initiatives required by law or by Department leadership.
  • Directs management on key messaging, stakeholder engagement strategy, critical potential risks related to outreach and engagement, and the overall strategy through the development of communications plans for priority projects that impact the entire Department and affect members, partners, and legislative stakeholders.
  • Leverages deep expertise and understanding of the needs of the disability population to design, craft, and deliver messaging that is person-centered and disability competent. 
  • Provides communications, engagement, and accessibility training and technical assistance to office staff.
  • Designs, coordinates, and manages recurring newsletters, public updates, and official Department communications to LTSS stakeholders.
  • Oversees shared inbox operations for OCL, ensuring accurate tracking, subject matter expert coordination, and timely, consistent responses to stakeholders.
  • Drafts, reviews, and finalizes formal communications for Department leadership, including letters to legislators, the Governor’s Office, and Federal Partners. 
  • Researches best practices, accessibility rules, and plain language requirements as required by law.
  • Provides direction to senior managers on communication strategy and assesses the impact of Department initiatives on other divisions, sections, state agencies, and external stakeholders.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:
Experience Only:

Seven (7) years of professional experience with Public Assistance programs with a focus on performing program or project management, stakeholder engagement, communication strategy, and policy implementation.

Option 2:
Education and Experience:

A bachelors degree from an accredited institution in a related field and three (3) years of professional experience with Public Assistance programs with a focus on performing program or project management, managing stakeholder engagement, building a communication strategy, or implementing policy.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS:

  • Prior state experience related to the duties of this position
  • Experience working with Medicaid programs and/or long term care
  • Experience with accessibility and plan language standards

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 

 

CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

 

Appeal Rights:
