JOB DESCRIPTION SUMMARY:
The Communications & Public Affairs Specialist is responsible for developing and executing specialized and impactful communications strategies across social media, video, podcast, and communications platforms in support of countywide programs, services, and business objectives. This role leads content planning and creation, manages digital engagement, and plays a key part in organizational communications . The Specialist collaborates with departments and stakeholders to ensure consistent, engaging, and on-brand communication across multiple channels. The Communications Specialist amplifies Jefferson County messaging and mission through engaging content and interactive employee experiences. May serve as a podcast creator/host, town hall moderator.
SCHEDULE:
This is a full-time, standard position that operates on the County’s 4-day work week (Monday – Thursday, 10 hour days). This position is hybrid, with remote work and in-office work as needed.
COMPENSATION:
Hiring Range: $80,955-$82,500 USD Annually
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES:

Manages and executes the organization’s social media strategy across multiple platforms, ensuring consistent brand voice and alignment with communication goals. Creates platform-specific content and engages with the public to boost visibility and interaction. Monitors trends and adjusts content strategy in response to analytics and audience behavior.

Contributes to the planning, development, and production of video content to support internal and external communication efforts. Oversees the full content lifecycle—from concept creation and scripting to filming, editing, and final distribution. Ensures all video content aligns with brand standards and resonates with target audiences.

Designs and implements a comprehensive social media content calendar to coordinate timely and relevant posts. Collaborates with internal stakeholders to align messaging with departmental priorities and campaigns. Maintains consistency across platforms while tailoring content to each unique audience.

Produces and presents regular social media performance reports using key metrics to measure success and identify opportunities for growth. Interprets data trends and delivers insights that inform future strategies. Works closely with leadership to ensure reporting supports organizational goals.

Works with the Public Affairs team to develop a recurring podcast series that highlights organizational initiatives, staff stories, and key topics of interest. Creates episode outlines, conducts interviews, and assists with post-production tasks to ensure high-quality content. Uses the podcast as a strategic platform to inform and engage internal and external audiences.

Writes scripts and prepares executive messaging for high-profile events, including Commissioner Town Halls and other leadership forums. Translates leadership goals and updates into clear, engaging communication. Ensures tone and delivery reflect the organization’s values and culture.

Assists with internal events such as Town Halls, recognition ceremonies, and employee engagement initiatives. Coordinates logistics, prepares speakers, and ensures smooth delivery. Acts as the liaison between leadership and staff, promoting transparency and two-way communication.

Collaborates on internal communication campaigns that support employee engagement, recognition, and culture. Creates compelling content that highlights achievements, shares updates, and strengthens community across the organization. Uses a variety of channels including email, video, and social media.

Coordinates cross-functional efforts to ensure cohesive messaging across digital platforms and internal communications. Builds strong relationships with key departments to gather stories, updates, and initiatives for promotion. Maintains alignment between internal and external messaging.

Continuously researches and adopts emerging communication tools and trends to enhance storytelling and engagement strategies. Stays up to date with best practices in digital content, video production, and internal communication. Recommends new approaches to increase reach and impact.

Minimum Qualifications:
Experience: Five years related work experience
Education: Bachelors Degree

Preferred knowledge, skills and abilities:

Experience in executive level communications

Experience with Adobe Creative Suite, Google products, Microsoft Office, and Canva

Proficiency in Adobe Creative Suite (Illustrator, Photoshop, InDesign, XD)

Strong typography, color theory, and layout skills

Experience with digital design (web, social media, email)

Ability to create assets for multiple platforms (web, mobile, print)

Branding and visual identity design experience

Strong attention to detail and design consistency

Ability to interpret briefs and translate ideas into visual concepts

Comfortable taking creative direction and feedback
