Elevation Community Land Trust (ECLT) is a growing, innovative nonprofit with a mission of providing permanently affordable homeownership opportunities to low- and moderate-income families across Colorado. As a key member of the ECLT Operations Team, the Contract & Compliance Administrator (CCA) will be responsible for three primary functions: administering all post-execution activities for ECLT contracts and agreements; overseeing organizational compliance tracking and monitoring; and leading compliance system development and ongoing maintenance. PRIMARY DUTIES and RESPONSIBILITIES

The CCA will lead ECLT's contracting and compliance processes, helping to secure the organization’s future through expert review and interpretation of a wide variety of contracts and detailed oversight of compliance efforts. This position is critical to ECLT's long-term success and sustainability, and will enhance and elevate the importance of contract monitoring, risk management and compliance across the organization in conjunction with the Chief Financial Officer (CFO) and the organization’s Leadership Team. This position reports to the CFO and has no direct reports. Duties will include, but are not limited to the following:

Contract Administration:

  • Lead ECLT’s post-execution processes for all government and private funding contracts and agreements:
  • Read, comprehend and develop an abstract of each contract’s key requirements.
  • Coordinate handoff meetings with funders, involving the appropriate ECLT staff to ensure role clarity for contract implementation.
  • Conduct internal post-execution contract kickoff meetings as needed.
  • Understand and monitor large acquisition contracts, developer agreements and purchase & sale agreements:
  • Support the Real Estate team on large deals, including due diligence monitoring and deadlines.
  • Hold developer partners accountable to their milestones, deadlines and contract requirements.
  • Review and monitor ECLT’s loan and investment agreements, working closely with the Finance Team on deadlines and covenant tracking:
  • Prepare and file covenant compliance reports and requests in partnership with the CFO.
  • Ensure timely interest payments in partnership with the Controller and Staff Accountant.
  • Distribute ECLT’s annual financial reports to partners.
  • Support the Staff Attorney & Policy Associate (SAPA) and CFO with pre-execution coordination, including communicating with partners, gathering required documentation and reviewing compliance deal points.
  • Provide technical guidance to staff throughout the lifecycle of each agreement.
  • Assist in the preparation of requests for proposals and requests for qualifications.
  • Obtain the appropriate insurance certificates required for contract execution from ECLT’s broker; provide annual certificate updates to funders and investors.

Compliance:

  • Input all compliance requirements into a compliance tracking system for each ECLT contract; monitor adherence and deadline achievement to ensure that ECLT is meeting its obligations under each contract.
  • Work cross-functionally to ensure that all ECLT departments are aware of and meeting compliance requirements, elevating the importance of these activities and generating buy-in from staff.
  • Provide specific compliance support to ECLT’s Real Estate team:
  • Understand and monitor compliance with ECLT’s procurement policy and contract-specific procurement requirements; track and organize bid responses and other procurement data.
  • Partner with the Real Estate Coordinator to monitor rental unit compliance, including lease terms and income qualification reviews.
  • Support compliance with the Uniform Relocation Act in conjunction with the SAPA.
  • Provide specific compliance support to ECLT’s Social Impact & Wealth Equity (SIWE) team:
  • Act as the bridge between the Operations team and SIWE, ensuring that SIWE is aware of all covenant and restriction agreements required for each of ECLT’s home sales.
  • Conduct initial review of compliance and income documentation prepared by SIWE.
  • Gather data to support the preparation of grant and impact reports.
  • Partner with internal teams to review department policies, processes and procedures; make recommendations for modifications and improvements to support contract compliance.
  • Assist in the completion of status reports for internal staff and external partners.

Technology & Systems:

  • Develop and implement a centralized compliance tracking system that meets organizational needs, including critical category and dimension creation, and ongoing evaluation.
  • Utilizing input from each staff person and department involved in the compliance process, continuously update and improve the compliance tracking system.
  • Ensure the accuracy and integrity of contract and compliance data in critical ECLT systems, including but not limited to Homekeeper (Salesforce) and Sharepoint.
  • Lead Sharepoint implementation and ongoing maintenance for the Operations Team.

General:

  • Maintain an understanding of community issues that impact ECLT's work, such as affordable housing, workforce development, social enterprises, government funding programs, etc.
  • Develop and implement internal procedures to improve and streamline ECLT processes as needed.
  • Work collaboratively and effectively as an inter- and intra-departmental team member, working cross functionally to meet organizational goals.
  • Support ECLT’s two in-house attorneys (VP of SIWE and SAPA) and external counsel on legal matters.

Education:

  • Associate degree preferred but not required
  • Paralegal education or experience a plus

Experience:

  • Two – three years of experience in compliance or contract administration for a nonprofit organization or government entity. At least one year of experience with affordable housing programs a plus
  • Experience with and understanding of federal funding and procurement requirements
  • Experience improving an existing compliance tracking or monitoring system a plus
  • Experience with real estate transactions a plus

Knowledge, skills, and abilities:

  • Intermediate proficiency with the following software platforms (or equivalent/similar platforms): Sharepoint, Microsoft 365, and Salesforce; proficiency with Microsoft Planner a plus
  • Intermediate understanding of contract language and interpretation, and the ability to explain contract terms to others in plain language
  • High level of technological acumen, and adept at learning and implementing new technologies
  • Extremely detail-oriented, with the ability to prioritize effectively pursuant to organizational goals
  • Eagerness to learn and a growth mindset, with excellent collaboration and problem solving skills
  • Excellent written and verbal communication skills

Requirements:

  • Must pass a background check
  • Must be reliable, punctual, and demonstrate a good work ethic
  • Must be able to remain in a stationary position for up 100% of scheduled work hours
  • Must occasionally move about inside the office to access file cabinets, office machinery, etc.

COMPENSATION/BENEFITS

Salary range: $55,000 to $63,000, commensurate with depth of experience and overall qualifications. ECLT also offers a generous benefit package that includes health/dental/vision coverage, life, 401k, and paid time off.

ECLT is based in Denver and offers a flexible, hybrid work environment. The ECLT office is closed on Fridays and all team members have the option to work a four-day week, or a five-day week with a dedicated meeting-free day on Friday.
