What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $96,275 – $143,210. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days. In this position you can expect to work on site at the Denver Post Building (101 W. Colfax Denver, CO 80201) on your in-office days.

What You’ll Do

The Denver Parks and Recreation (DPR) Contracts and Procurement Manager is key support role to the mission of the department. DPR is dedicated to customer service and enhancing the health of residents and the environment through innovative programs and safe, beautiful and sustainable places.  DPR employees are devoted to positively impacting our diverse population, including children, youth, adults, seniors and adaptive participants.

This supervisory position will manage a team of four and oversee the department's procurement, including the purchase of goods and services and the administration of various contracts from inception to completion. The person in the role directly supports all Denver Parks & Recreation operations and projects by managing contracts and procurement for the department. Specifically, as the Contracts and Procurement Manager you will be responsible for the following:

  • Training employees in the procedures and techniques required in the performance of their duties. Assists staff by providing technical guidance and direction.

  • Provides oversight for the timely procurement of professional services and discretionary contracts (expenditure and revenue) in accordance with City procurement policies and all other applicable federal, state and local laws, policies and procedures.

  • Develops and/or identifies proposed improvement to contracting programs, policies and procedures.

  • Researches market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services. Prepares and issues solicitation documents. Receives and evaluates proposals and bids; awards or recommends the award of contracts.

  • Oversees and actively participates in contract initiation process through execution of contract.

  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established City of Denver policies, procedures, and guidelines.

  • Participates and understands Denver’s outreach activities to ensure that small, women and minority-owned business have an equitable opportunity to participate in procurement.

  • Performs related duties and responsibilities as required.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience with software systems, such as: Jaggaer, Salesforce, Bidnet and Workday

  • Knowledge of procurement and contract management standards, planning, solicitation processes, procurement and contract monitoring and compliance practices.

  • Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to procurement and contracts.

  • Knowledge of personnel administration principles and practices.

  • Knowledge of supervisory practices, procedures, and techniques.

  • Knowledge of City policies regarding small, women and minority-owned business vendors and awards.

  • Ability to understand procurement and contract management data, documents, and reports.

  • Ability to understand and interpret financial data.

  • Ability to work independently and perform procurement and contract service projects from inception to completion.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).

  • Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included staff supervision.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: By position, requires a valid Driver's License at the time of application
