Summary
Description
Under the direction of Executive Leadership, the SVP, External Affairs promotes PACE through the development of legislative, research and funding strategies in addition to collaborating with Executive Leadership and the National PACE Association in order to address issues that face the PACE program.
Essential Functions And Work Responsibilities
- Formulate and assist with implementation of federal and state legislative, regulatory and public relations strategies for the promotion of PACE programs. Assist in the review, advocacy, development and drafting of legislation to support and expand PACE. Monitor and report on all federal, state and local matters that may impact InnovAge operations and PACE programs in general; identify issues that warrant Company involvement; and assist in developing and executing positions and strategies to achieve successful results.
- Develop and maintain positive relationships with State Medicaid agencies that Company currently operates in as well as other identified states for future expansion. Develop and maintain positive relationships with key CMS regulators. Establish and maintain constructive relationships with elected and appointed officials at state and federal level. Attend, as needed, national and state-based conferences as well as key state and federal meetings.
- Responsible for overseeing outside lobbyist contracts. Responsible for regular meetings with outside lobbyists on legislative and regulatory issues, establishing work plans to identify key stakeholders, allies and champions, and establishing relationships with key legislators and regulators in those states. Work with lobbyists in establishing and implementing an overall lobbying strategy, both proactive and responsive, to advance PACE. Conduct annual performance review of all contracts.
- Help support Finance in negotiation of rates. In particular, identify executive and legislative processes and time frames for budget and timeline and agency process for rate setting. Work in conjunction with Finance in the development of rates.
- Help support Business Development in identifying issues that may impact the Company going into new markets or to expand in existing markets. Assist with identifying outside lobbyists in states targeted for expansion. Provide ongoing support for the Business Development team.
- Serves and otherwise acts as a Company liaison to various state trade association committees, including but not limited to CalPACE Public Policy Committee, Colorado PACE committee, Leading Age, Virginia PACE Alliance, and Florida PACE Provider Association.
- Serves and otherwise acts as Company liaison to various national membership organizations, including but not limited to, National PACE Association, Republican Governors Association, Democratic Governors Association, National Association of Medicaid Directors, and Advancing States.
- Assist with formulation of strategies to collaborate and partner with trade associations, health care systems and hospital partnership collaborations, joint ventures etc. to expand PACE Programs, as well as strategies to expand PACE programs through de novo centers.
- Assist in preparing other communications to and for key stakeholders, regarding pertinent issues on legislative changes and materials in support of the legislative activities.
- Help lead efforts to develop collaterals internally for use in government affairs activities. Develop collaterals that provide data-based results as well as anecdotal stories to advance InnovAge reputation and PACE program in general.
- Lead internal discussion on the development of a company political action committee (PAC). Help lead efforts to establish PAC if the company approves of its creation.
- Help lead internal discussion on the establishment of a foundation to provide for community-based giving. Help lead efforts to establish foundation if company approves of its creation.
- Communicate regularly to the Executive Leadership Team, Legal Department, and key senior management on pertinent legislative issues, regulatory proposals that impact PACE. Prepare ancillary materials such as talking points, legislative summaries, factsheets, reports, letters, and supporting materials for investor relations.
- Assist with special projects and other miscellaneous job-related functions, as may be assigned by the Executive Leadership Team.

Required
Education
- Bachelor’s degree in health care management or a related field from an accredited college/university. Related Master's degree preferred.
Work Experience And Qualifications
- Minimum of fifteen years’ experience in the health care industry from a regulatory perspective with emphasis on the long- term care environment; or equivalent combination of education and experience.
- Ability to testify before legislative committees required.
- Strong management skills and a minimum of three years of experience in supervising staff required.
Preferred
- 10 or more years’ experience in Medicaid, Medicare or government affairs in the healthcare industry or in state or federal government in healthcare agencies. Preference for those with experience in Long Term Services and Supports (LTSS). Experience with PACE program a plus.
- Strong policy background on healthcare issues
- Experience working with stakeholder groups and trade associations.
- Experience working with legislative bodies and regulatory agencies
- Ability to manage multiple lobbyist contracts and stay abreast of state and federal legislation and regulatory proposals.
- Ability to travel to incumbent states as well as possible business development states.
- Strong speaking and presentation skills.
- Ability to summarize complex issues quickly for executive team
