THE COMPANY
The Mission of Thistle Communities is to create, manage and preserve quality, permanently affordable homes for working families, seniors, and people with disabilities. We are an affiliate of ROC USA, a national non-profit (ROC – Resident Owned Communities). Thistle is a Certified Technical Assistance Provider (CTAP) for ROC USA and helps residents of mobile home communities purchase their mobile home park.
ROC USA is a national, established, successful program with a network of organizations that help mobile home community residents form cooperatives and purchase their mobile home park. Cooperatives own a business operation rooted in democratic principles. This position supports members within the Cooperative. Thistle ROC, LLC is the sole representative of the program in Colorado.
SUMMARY OF JOB:
This is a full-time (36 hours/week), salaried with benefits in support of Thistle ROC. This position provides support to established and developing resident owned cooperatives (ROC) who manage their mobile home communities in Colorado. This is a Colorado-based position which will require the applicant to live in the state of Colorado either prior or upon hire. Thistle does not cover any moving costs. Frequent statewide and occasional national travel required. This role can include evenings, nights, and occasional weekends. This is a remote and in office position. A successful remote candidate would be expected to be in the office (Denver-metro area) minimum once a quarter, with potential for additional required organization events, while a Denver-Metro based candidiate will be reuiqred to be in office (Uptown, Denver) 1-2 times a week.
This is a grant-funded, term-limited benefited position for with an anticipated end date of December 31, 2028.
SALARY RANGE: $57,000 to $62,000

JOB DUTIES
Portfolio Support & Organizational Asset Management
- Support all aspects of community financial and loan compliance, including plans to assess cooperative and organizational health, troubleshoot problems, and develop goals and action plans.
- Assist both established and developing resident-owned communities with all aspects of their financial and loan compliance responsibilities
- Review monthly and quarterly financials (Profit & Loss, Balance Sheet, Accounts Receivable, Accounts Payable, Cash Flow Statements) for a portfolio of borrowers, ensuring accuracy and compliance of reporting.
- Prepare monthly presentation to RPS team updating team on portfolio financial health
- Quarterly check in with cooperative boards to review quarterly financials
- Facilitate quarterly treasurer zoom meeting
- Assist team in coordinating, reviewing and submitting annual borrower budgets.
- Liaise with external property management companies & bookkeepers to clarify questions and ensure accurate statements that will satisfy lender and Thistle ROC requirements are being produced.
- Communicate and at times problem solve with borrowers’ lender(s).
- Develop methods and analytical tools/processes to enhance financial data collection and analysis.
- Complete updates and summaries for databases used by Thistle ROC and lender(s)
- Author quarterly and annual borrower updates regarding report of financial solvency, compliance, risks and opportunities in borrower performance.
- As needed, assist struggling cooperatives to assess their organizational financial health, identify problems, and develop goals and a plan of action.
Infrastructure/Capital Improvement Support:
- Coordinate support for and monitor progress of resident-owned communities Capital Improvement Plans. Work with RPS team to ensure boards and cooperatives have robust support in implementing necessary infrastructure projects.
- Support in the review and coordination of funding for infrastructure projects by assessing all options, including the cooperative’s capital improvement reserves, refinancing or construction loans, and DOLA Rent Stabilization Grant funds.
- Support Special Projects Manager in monitoring and implementing projects receiving with PRICE funding as well as any Owners Representative contracts
- Assist in coordinating with third party contractors to ensure projects are on track and communication is clear.
- Conduct site visits when necessary as projects progress
DOLA Grant Admin Support:
- Monitor grant reporting requirements, receipt submission and provide general admin support
- Assist DOLA Grant team in implementing SB 22 160 funds targeted at rent stabilization of ROC’s.
- Support in application review and establishing application process
- Compile and submit any data or documentation required by grant funder
General duties:
- Provide support to other Thistle team members by sharing knowledge, acting as a back-up, and participating in organizational initiatives as assigned • Assist Program Director and ROC Operations Manager, as needed, to promote the ROC program and identify and attract new potential projects.
- Assist with general operations of the organization, as requested.
- Participate in internal and ROC USA network events to train, strengthen skills, contribute to the industry and develop peer networks.
- Participate in professional development trainings as set out in annual performance reviews
- Perform other tasks as requested
EDUCATION AND EXPERIENCE
Required:
- A college degree or equivalent relevant professional experience
- 1-2 years of recent project management/asset management experience
- Working understanding of budgeting, accounting, and financial reporting.
- Competency in the use of databases, spreadsheets, and project management software
- Strong knowledge of fiscal management, strategic planning and general business practices.
- Proven ability to learn quickly, process a lot of information, and apply it on the job.
Preferred:
- Manufactured housing experience
- Experience with real estate financing, property management, or contractor negotiations
- Cooperative business experience, including project management experience in for-profit, non-profit community or economic development organizations.
